how long does steamed white rice take in a rice cooker?
I can't find the booklet that came with the rice cooker. I used 1 cup white rice and 2 cups water.

You can probably find that information on line by googling your exact brand and model number of cooker.

the meter says "2" -- it means either 2 hours or 2 minutes left I think.

When adding the water add it to your first knuckle of your index finger when the tip of your finger is resting on the surface of the rice (be sure the rice is "flat"/even in the pot) to get the proper amount of water. It usually takes 20-30 minutes depending on the rice cooker and how much rice you're making.

my Black and Decker takes 23 minutes to cook, but I let it rest for 15 more per the instructions. before cooking, I rinse the rice until the water is clear (typically 4x) and then let it soak in the water it will cook in for 30 minutes. I also add a teaspoon of table salt and a small pad of butter for the pre-cooking soak too.

so you let the rice sit in the water for 20 minutes and rinse it every 5 minutes? Then add salt to the water BEFORE you cook it?

It depends on the type of Rice you're cooking, and how you want to cook it. Here's the cooking timers for my Breville "Rice Box": https://i.imgur.com/Hlu7jaV.png
Basically 2 cups = 30 mins, going up to 1hr for 10 cups, for normally cooked white rice...
Each "Rice Box Cup" (the cup that comes packed with the cooker) is equivilant to 150g of uncooked rice. I think this is a little smaller than a regular "cup".

Don't use 2 cups water to 1 cup rice. That sounds....mushy. do 1.5 cups to 1 cup of rice.
And the whole point of a rice cooker is to not worry about cooking time, it will take care of itself. If you are using the basic mechanical ones, when it clicks onto warm, it's not done yet. it needs 10 more minutes. If you have that zojirushi, just let the algorithm do the work.

It depends on the rice cooker, room temperature, humidity and the rice itself. My old Aroma rice cooker took about 25 minutes. My fuzzy logic unit takes about 40 minutes.
If your rice cooker came with a measuring cup you will get better results by using it along with the corresponding scale marked inside the rice pot.

Rice cookers don't work by time, they work by temperature. I'll get hot until the water's all steamed away and then drop down to warming mode. Not having to think about how long it's cooking is the whole point of using a rice cooker.
